Who this is for
This professional bridging course is specifically designed for certified drone pilots holding a valid Transport Canada RPAS Pilot Certificate – Advanced Operations. It is created for individuals who want to advance their careers and take on demanding Beyond Visual Line of Sight (BVLOS) and Extended Visual Line of Sight (EVLOS) operations—whether in industrial inspection, surveying, mapping, public safety, or other high-risk professional drone applications. This program is for the pilot ready to move from standard Advanced operations to industrial-grade mission management, equipping them with the specific airmanship, risk modeling, systems engineering, and operational governance required to fly BVLOS missions in Canada safely. NOTE: THIS IS NOT A LEVEL 1 COMPLEX CERTIFICATION PROGRAM

What you’ll be able to do
Upon completing the RPAS BVLOS Safety Training Program, you will have the operational competencies, systems mastery, and regulatory governance to:

Plan and Execute Safe BVLOS/EVLOS Missions: Conduct complex flights beyond the visual line of sight utilizing advanced DAA sensor arrays, redundant C2 link budgets, and structured EVLOS observer daisy-chains.

Support and Build Corporate RPOC Compliance: Establish and integrate Company Operations Manuals (COM), RPAS-specific SOP suites, and auditable Safety Management Systems (SMS) required for commercial RPAS Operator Certificate governance.

Engineer Defensible Safety Cases (SORA): Conduct rigorous Specific Operational Risk Assessments (SORA), establish precise Ground and Air Risk Classes (GRC/ARC), and define operational containment volumes required to secure Special Flight Operations Certificates (SFOC-RPAS).

Operate Safely in High-Risk Industrial Environments: Manage missions in challenging, low-altitude boundary-layer environments, critical infrastructure corridors, and atypical airspaces where enterprise safety assurance is paramount.

Lead Complex Crewed Deployments: Direct multi-crew operations under strict Crew Resource Management (CRM) protocols, managing real-time lost-link recovery routings, failsafe terminations, and emergency procedures with total authority.
What’s required to qualify

To enroll in and successfully complete the RPAS BVLOS Safety Training Program, candidates must meet the following criteria:

Prerequisite Certification: Hold a valid Transport Canada RPAS Pilot Certificate – Advanced Operations.

Ground & Systems Training: Complete all instructional modules covering Canadian BVLOS regulations, RPOC governance, systems engineering, SORA risk modeling, and advanced mission planning.

Abnormal & Emergency Drills: Demonstrate mastery of contingency planning, fail-safe automation architectures, and Crew Resource Management (CRM) operational protocols.

No Formal TC Exams or Flight Reviews Required: Because this is an operational safety and capability-building program—not a Level 1 Complex certification—there is no Transport Canada online exam or mandatory TC Flight Review required to complete the course.

This certification is designed for pilots who want to advance their careers and take on more demanding operations — whether in inspection, surveying, mapping, public safety, or other professional drone applications.
What you’ll be able to do
With a Level 1 Complex certificate, you’ll be authorized to:​

Fly all Basic and Advanced operations

Conduct complex operations, including some BVLOS missions (when paired with a valid RPAS Operator Certificate – RPOC)

Operate in more challenging environments where higher levels of regulatory oversight and pilot skill are required
What’s required to qualify
To earn your Pilot Certificate – Level 1 Complex Operations, Transport Canada requires you to:

Hold or pass the Advanced Operations exam

Complete at least 20 hours of ground school from a recognized training provider

Pass the Complex Level 1 online exam

Successfully complete an in-person Complex Level 1 flight review

Apply for your certificate with Transport Canada (certificate fee: $125)
