RPAS Maintenance Control Manual (MCM)
The Maintenance Control Manual (MCM) establishes the formal policies and procedures for the maintenance of your entire RPAS fleet, as required by CAR 901.221. Its purpose is to ensure all systems are maintained in accordance with manufacturer requirements and regulatory standards.
Key Functions for Complex Operations
This manual categorizes maintenance and ensures rigorous record-keeping and training, which are mandatory for operating under a high-level RPOC:
Maintenance Program Alignment: It mandates that all RPAS systems be maintained in accordance with the manufacturer’s maintenance requirements. All mandatory actions and maintenance instructions from the manufacturer must be completed.
Maintenance Categories Defined:
General Maintenance: Covers routine tasks typically performed by the operator, such as battery charging, cleaning, propeller replacement, battery swapping, payload swapping, and firmware updates.
Advanced Maintenance: Covers major damage or maintenance that requires a qualified maintenance expert, often conducted by an OEM support organization.
Detailed Inspection Procedures: The manual provides Detailed Maintenance Guidelines for both Pre-flight Inspection and Post-flight Inspection, including checks for structural integrity, propeller damage, motor function, and battery condition (e.g., swelling, leakage, monitoring battery cycles).
Reportable Service Difficulty (SDR) Process: It establishes a clear protocol for handling and reporting any malfunction or defect that could affect the safety of the drone or injure a person. The RPAS must be immediately declared unserviceable and grounded until the issue is rectified.
Technical Records: It requires a maintenance log to be kept for each aircraft type, detailing all mandatory actions, repairs, modifications, and weight/balance calculations, with records maintained for a minimum of two (2) years.
Maintenance Training: The document mandates a training program to ensure personnel are competent to perform their assigned maintenance duties, covering indoctrination, initial, and annual training, as well as specialized training on the models of RPAS operated.
The MCM is central to demonstrating that your organization has the controls in place to keep your RPAS fleet safe, serviceable, and compliant for demanding L1 Complex missions.
